Procedure: To a stirred slurry of 54.5 g (0.2 mole) of 4-(chloroacetyloxy)benzene sulfonic acid, a sodium salt, in 250 mL of dimethylacetamide was added dropwise over 15 minutes 31.5 g (0.2 mole) of dimethyloctylamine. After stirring for an additional 3 hours, the contents of the flask became a solid mass. This was slurried with 200 mL of acetone, filtered, washed twice with 250 mL potions of acetone and dried at 50°-60° C. under reduced pressure to give 74 g of product. 1H NMR (DMSO-d6) δ0.9 (t, 3H), 1.24 (m, 10H), 1.6 (m, 2H), 3.3 (s, 6H), 3.5 (m 2H), 4.95 (s, 2H), 7.1 (d, 2H), 7.7 (d, 2H). filtered washed twice with 250 mL potions of acetone dried at 50°-60° C. under reduced pressure

Procedure: One mol of phosphoric anhydride was added to three mols of octyl alcohol over a period of one hour at 60°-70° C. while stirring. They were allowed to react with each other at 70° C. for three hours and a mixture of mono and dioctyl phosphate was obtained. Separately, 0.5 mol of octyl dimethylamine and 200 ml of methanol were set inside an autoclave and after the interior gas was replaced by nitrogen, 0.5 molar equivalent of methyl chloride was introduced for a reaction at 60°-70° C. for three hours to obtain octyltrimethyl ammonium chloride. To this was gradually added 96 g of 28% sodium methylate-methanol solution (0.5 molar equivalent as sodium methylate) for salt exchange and the by-product sodium chloride was filtered away to obtain as filtrate a methanol solution of octyltrimethyl ammonium methoxide. To this methanol solution was added 0.5 mol of the aforementioned mixture of mono and dioctyl phosphate and after methanol was distilled away, it was diluted with water to obtain 50 wt% aqueous solution of octyltrimethyl ammonium octyl phosphate (Example No. 1). to react with each other at 70° C. for three hours was obtained was introduced for a reaction at 60°-70° C. for three hours the by-product sodium chloride was filtered away

Procedure: In a 2 L reactor system 358.81 g of 3-chloro-1,2-dihydroxypropane (99.3%, 3.22 moles) is added to 734.20 g distilled water. The solution is heated to 30° C. and 496.29 g dimethyloctylamine (98.5%, 3.11 moles) is added over 60 minutes while the reaction solution is being mixed with a mechanical stirrer. The pH is 8.9 and 3.83 g sodium hydroxide (50%) is added to increase the pH to 9.9. The reaction solution is mixed for one hour and then the temperature is increased to 50° C. After another hour the reaction solution is a “milky white” and the pH is 8.3. 19.6 g sodium hydroxide (50%) is added to increase the pH to 9.5. After four additional hours of mixing at 50° C. the pH is 11.7; 11.97 g concentrated hydrochloric acid is added to decrease the pH to 9.0. Thirty minutes later 3.30 g of concentrated hydrochloric acid is added to decrease the pH to 8.9. The solution is allowed to stir for 16 hours at 50° C. The reaction solution pH is 10.7 and 2.58 g concentrated hydrochloric acid is added to reduce the pH to 8.0. The temperature is reduced to 20° C. and 24.23 g trimethylamine (43.6%) is added and allowed to mix at room temperature for five hours. The temperature is increased to 40° C. and the pH is increased to 9.5 and the reaction solution is purged with nitrogen overnight. The solution is pH adjusted to 6.5 with concentrated hydrochloric acid. The isolated product has the following structure: distilled water is being mixed with a mechanical stirrer to increase the pH to 9.9 The reaction solution is mixed for one hour the temperature is increased to 50° C After another hour the reaction solution is to increase the pH to 9.5 After four additional hours of mixing at 50° C. the pH is 11.7 is reduced to 20° C. to mix at room temperature for five hours The temperature is increased to 40° C. the pH is increased to 9.5 the reaction solution is purged with nitrogen overnight
